Sure. You can do this with urpmi add-media, but probably easiest is
through the software sources manager in MCC. Just add a new source and
make it look like this:

URL: removable://mnt/cdrom/Mandrake/RPMS
Relative path....: ../base/hdlist1.cz

That's it.
