Someplace under /usr/local. That's because /usr is for stuff that the system supplies. Your scripts are "local" to your system; thus you should put them somewhere underneath /usr/local/ /usr/local/sbin would be a good spot. That Mandrake doesn't seem to use it is really an illusion, since it's not supposed to use /usr/local anyway.
