I don't know about Netscape or Mozilla. However, MS Internet Explorer saves cookies in two different folders.

One is:
C:\Documents and Settings\(UserName)\Cookies\

The other is:
C:\Documents and Settings\(UserName)\Local Settings\Temp\Temporary Internet Files\

If the Remember Password option is checked, a username & password cookie is saved in the \Temporary Internet Files\ folder. The contents of that folder are not deleted when a user selects "Delete Cookies" from the browser, so that usernames and passwords are not deleted. Cookies saved there must be deleted manually.

Other browsers probably save username & password cookies separately form ordinary cookies for the same reason. However, I can't tell you exactly where they are saved by other browsers.

It's not there - but then it didn't get as far as making a password - it
stored the login name and password as one, without a password. I have never
selected 'remember password' for webmin. I'm at a loss where to look next.
