Sure. The paths to the pictures is pointing to the old directory structure
in the photos database, so what you must do is either tell F-Spot to point
to the new directory, or simulate the old directory structure.

1) Force the path
You can add the following parameter to the shortcut you use to start F-Spot:
--photodir /home/newuser/photos
This will tell F-Spot to use the specified directory for photos

2) Create a symlink
You can create a symbolic link to the new directory. I don't know your level
of knowledge about linux so I'll just say this: a symbolic link is a sort of
shortcut to a folder or file. So what you need to do is create a directory
that matches the home of the old user, ex:
mkdir /home/olduser
In there, you add a symbolic link to the new photos folder:
ln -s /home/newuser/photos /home/olduser/photos
