If a Nagios server is running and checking the Dovecot ports, it will produce these messages (I run Nagios and Dovecot (on different servers), and get similar messages because of it). While this probably doesn't help the OP, it is an argument for not changing fail2ban's current behavior. Having fail2ban block the Nagios server isn't really useful.
