I read that as none "currently" banned so the list would be empty.  my
list on openSUSE Tumbleweed and fail2ban-0.9.7 shows:
   |- Currently banned: 13
   |- Total banned:     30
   `- Banned IP list:   193.112.6.148 39.104.63.76 154.48.242.185
   160.19.49.116 47.203.93.26 61.177.172.60 66.111.41.249 47.94.101.0 
   46.246.45.63 66.111.41.248 183.78.180.27 178.238.236.81 188.166.72.239

and list 13 banned ip's.
