You could go to
https://github.com/fail2ban/fail2ban/archive/0.10.2.tar.gz
extract it, open README.md  and follow the instructions to install it.

The downside of using this method, is that you can't use redhats method of uninstalling it. It would also be good to backup your fail2ban settings to be safe.
