This is more easily answered on Ask Ubuntu and I think Terrance there has
already given you the clue you need.

BTW for sending emails, although OT, I would advise you to uninstall
sendmail and instead install postfix (which has a 'sendmail' command alias
anyway) or if you prefer exim. Sendmail itself is very little used these
days. And, while OT, why install Ubuntu 16.04 not 18.04? 18.04 has the
much-updated/improved fail2ban 0.10.2.
