I found the problem. The older version of Fail2Ban got the server name from the
system, as it should.
The newer version of Fail2Ban gets the domain name from DNS, and there was an A record set up by the VPS host that I was
not aware of, or forgot about, that was the IP address written a little bit differently. I replaced the Reverse DNS with
the server name FQDN, and that fixed the problem.
But I still think that Fail2Ban should get server name from the system, rather
than look to DNS.

The server that is right, has debian package version 0.10.2-2
The server that is giving the IP, has version 0.10.2-2.1

Server Name.
