Sorry Off, but in the case of Iraq, it will be survival of the fittest once  
coalition forces leave, should that be before reconciliation takes place. 
Unless  of course, your position of the *smartest* is a minority that can 
Kowtow 
to a  more powerful adversary with a bigger sword,  convincingly.
