to prescribe means to dictate or recommend (like
a doctor's prescription)

to proscribe means to prohibit (mnemonic: both
start with "pro")

An important distinction, since the two words mean
exactly the opposite.

Neither takes "to." You don't "prescribe to" or
"proscribe to" something. But you might well
"subscribe to" something, meaning you accept or
believe or follow it.
