I think he's just trolling. He can't be that dumb not to see the obvious. In 
the case of BillyGee Whiz, I'm not so sure. Maybe he really IS that dumb.

The Shremp also seems to be in a constant state of disgruntled, angry 
agitation. Not much lightness to be found in that fellow.
