All I can figure is that there were a bunch of unused IA vouchers. I suspect that the expat vouchers and the North American vouchers have been snapped up. My friends tell me that there appear to be a bunch of new people in the Dome based on the desire to fly and also based on the friendliness of people in the Dome. I'm not sure how many are in the Dome today because a lot of IA people went to the Sondheim Center yesterday. That was definitely an act that could have repercussions.
