Now, 'yasmin' is the locative singular form of the relative pronoun 'yaH/yat'. In this case, because it antecedent obviously is the neuter gender word 'vyoman', it's the loc. of 'yat' ([that], which). So, it seems quite safe to translate 'yasmin' here to '(in the highest heaven), where...'. (In pronouns some case forms are rather different from those of "other" nouns.
