You don't quite get it, as usual.  They are forcing them
to evacuate *their* way.

If they had been delivered food and water while
they were waiting, that would be one thing.  But
they weren't, not until late yesterday, when many
of them had been without food and water and
medical attention for three or four days.

The point is, the Red Cross *could* have supplied
those necessities for them while they were waiting
to be evacuated, had the Red Cross been allowed in.
