You need to additionally add the picture width and height at the end when using Base64. It's in the instructions for using HTML that YahooGroups provides. The format is: <p><img src="data:image/jpeg;base64,/9j/4AAQSk [lots of Base64 data] " width="267" height="400" /></p>

There may be some sites that will encode a picture and add the width and height at the end. I wrote my own app that does that.
