That's right and it also means you have access to all reports NATO has
ever produced, like the very extensive UFO-report which states that
UFO's not only excist but are friendly in nature and has been with us
for a very long time. It even classifies 4 races of visitors one of
which are undistinguishable from humans in appearance and list much of
the technology the use to get here, some of which are being tested by
the military today.

In other words, they have an official "need to know" about anything
they are interested in at the specific facility they are assigned to.
It's usually given to inspectors and exercise evaluators, as far as I
know.
It means you are trusted, but it doesn't have anything to do with UFOs
(unless your assignment has to do with UFOs, I guess).
