It appears that Sheriff Joe got some of his methods from the Nazi prison camps. While it's a good idea to keep the prisoners busy to earn their keep, the enforcement of this idea may be violating constitutional law. As such, the judge ruled against the treatment of prisoners this way.
Perhaps, the alternative treatment is to have a voluntary option for prisoners to do some work and to get out of their cells. But I don't know how the ACLU would react to this.
