An army chief stated, but is letting the politicians and diplomats figure out 
how this can be done.  He is free to express his opinion since he's leaving his 
command position soon.  IMO, it appears that the chief is correct.  The Iraqis 
are culturally and religiously disparate, and do not know how to coexist in a 
federal government.
