Protectionism. And about as effective as banning the use of the word 'email' in official French government correspond- ance out of a misguided desire to protect the French language from encroaching foreign cognate words. Everybody laughed at them and continued to use the word 'email' anyway. Everybody will laugh at this and continue to take advantage of free software anyway. It's just how things are done here.
