MD, It's clear that he's just trying to get more attention to his campaign. Even if he get elected, he can't unilaterally make changes without being approved by Congress. And you can bet that the Democrats will fight him tooth and nails against his controversial proposals. If effect, Trump is showing that he just talks irresponsibly without thinking about the consequences.
