Nobody's blaming Powell for using a private account. However, he has publicly denied advising Hillary to do the same. That was a lie, so he's subject to blame on that score.

Colin gave her advice and she made her own decisions on whether to take it or not. Of course, Powell doesn't want anyone to know he was a factor in her decision making but there you have it.
