According to the other articles I've read, ETs would more likely be living on land rather than water. To be advanced, they would need to know how to build fire and communicate with the other worlds like Earth. Without fire, they cannot build rocket ships. The present article seems to be saying that the ETs would appear to have physical traits like those species describe in the book, "Rendezvous with Rama", written by Arthur C. Clark.
