Neither levitation or invisibility could be used for publicity unless the folks could do it *reliably*, on demand. FWIW (not much), way I heard it was that there were folks who could do it, but they couldn't *control* it and would find themselves becoming invisible during activity when they didn't intend to, causing confusion and upset. (Whether they were always able to do it when they *did* intend to wasn't included in the story.)
