If Kerry was repeating to congress what others said , it would be hear say.  
Those that actually carried out the deeds would have to testify before 
congress  under oath before it would be considered testimony and then it would 
have 
to be  investigated. Anybody at that Winter Soldier meeting could get up and 
say  anything they wanted to. What Kerry did was spread rumors and for all 
anybody  knows lies about his comrades and the military and that is what upset 
so  
many.
