There would be much outrage EVERYWHERE if Israel used nukes of any kind. Yeah, no doubt. But when you've been threatened with your very life, your very existence and have had it close to being exterminated once in recent times, that would definitely be seen as extenuating circumstances. And considering who was being nuked and why, I think Israel could get away with it as long as the US stood by her.
