The 50/50 split is accurate. I'm not certain 
whether a figure of 15% was ever published
"officially" for the ATR credit, but it was
about that much at the beginning, and then
over time the "credit" tended to disappear
or be taken away from those who earned it
every time the TMO got into financial 
trouble. 

"International" still does this with MUM and has throughout its history.
When MUM gets comfortably in the black, despite having to regularly tithe a
percentage to International, International will come in and extract the
surplus, returning MUM to dire financial straights. Similar thing has often
been done with local TM centers purchased through local donations. They are
sold and the money disappears overseas. The locals are told to raise money
to buy another one.
