There are no hard and fast rules that apply to everyone. Some people will have the capacity for nondual "non-mediation" from the get go, but indeed most (as you observed) will need a dualistic approach before they can find the View of non-meditation and gain certainty in that View.

You definitely see this in the history of the first nondual teachers in this country. They at first would teach from a radical, nondual POV and transmit that state of presence simply through their own presence. A few got it. Most did not. And thereafter they developed graduated paths geared towards where different students were.
