The building itself is relatively modest, only two stories and made of wood, more like a Sthapatya-Vedic motel-cum-hunting-lodge than a government building. But somebody let a really manic lighting person loose on the grounds. Most cultures, including Indian, like lots of lights during celebrations. I'm sure it's not ordinarily lit that way.
