Dana: One must be a brahmin from a  pandit family.  One must learn Sanskrit
in
the traditional manner and master a prescribed text.  When one has
achieved mastery there is a formal ceremony to acknowledge him as such. 
You can just grab someone and say, "hey, want to be a pandit?"  BTW,
pandits tend to have formal alligences to specific textual traditions,
temples and ashrams, and are not easily subsumable into one large body of
pandits.
