This is an IE-only issue, and changing the z-index will not help. My solution has been to always modify the visibility of the dropdown. There are several documented approaches on google. MM suggests moving the dropdown elsewhere on the page (http://www.macromedia.com/cfusion/knowledgebase/index.cfm?id=tn_15842).
