With the normal lifecycle of many a what's new page.. say show latest 10 news items.. its often unecessary to literally expire news.. they should roll off the bottom of the list as new ones are added. In any event, you would have to write a new news rule to get the effect you are after.. a straight copy of the current one with a little modification should see you right.

expired means that they are out of date and are not to show on the home page in the news section.

But I want an archive section to display all news items, grouped by year.

If you are displaying news items on the site that have expired, why
expire them? How are you using the expiry date?
