I am unsure why this is happening but I have yet to be able to find a solution.  This is really beginning to frustrate me.

I have upgraded to 3.01 and that didn't fix the problem either.  As of right now the only category I can restrict to in the container popup is root. 

I even set up a clean install and still nothing.  I have tried on IE 6.0 and Firefox 1.5.0.1. on PC.  Both browser's give the same result.

If anyone has any ideas I would appreciate it.
