I wrote up a spec for this pre-2.3, because its something we see mentioned
in tenders but we've not had a commercial sponsor for this work. The
reality is that most of our largest clients start with complex workflow but
then realise its a total waste of time as the would-be approvers never use
the system properly and then power users are forced to bypass the workflow
and make approvals...
For a fraction of the cost of much larger systems we could certainly build a
customisable workflow feature -- but even presented with this option, so far
no one has taken up the offer.
