I have had similar issues w/cf-generated flash elements not displaying 
(CF7, Win2003, IIS).  Turns out CF was not correctly configured for the 
site, even though /cfide and /farcry virutual directories were in place.

Try running C:\CFusionMX7\bin\connectors\ConnectorList.bat; it will tell 
you whether the website is correctly configured.  If not, running the 
IIS_connector.bat file usually fixes it.
