for the sake of the archives - the problem was to do with the
variables application.path.project and application.path.core set in
config/_serverSpecificVars.cfm
I have a slightly odd setup on my machine which means these weren't
be properly translated by the code that's in that file by default.
Hardcoding these values fixed it for me - not the best solution but I
just avoid comitting those changes and it's fine.
