Actually, even trying to browse to the root domain (http:// www.lubbockcouncilpta.com/) results in a redirect to "/lubbockpta", which again, is an incorrect path.
I tried to be intelligent and added an IIS virtual directory named "lubbockpta" that pointed to the same directory, but of course IIS just goes in circles and cannot resolve it.
