Ok, I have just done all of this, it is like 10% faster but still sluggish.

I have noticed the admin lasts the most time when it is retrieving
information from the database
 
A SQL Server 2000 

The Server is a Pentium Xeon 3.0 Ghz w/ 2GB RAM and Windows 2003 Enterprise 
SQL Server 2000 and Colfusion are on the same box
