It wouldn't be all that hard to take the blog plugin and make it a forum. Each blog post could become a forum post and comments could just become posts to the main parent. That functionality is already there. In fact, categories are there for main posts. You could use those to divide out various subfora... Like General Questions, Widget Express 2, General Mayhem, could all be categories and drive the forum home display. The time consuming part, really, would be re-skinning the application to fit your needs. It'd be a fun project, but since it's not a paying gig, I couldn't take it on ;).
