Depends on the content you are publishing.  News and Event content
types by default can be "forward published" by setting a publish date
at some point in the future.

Other content types, such as HTML page, cannot.  For example, HTML
pages are typically part of a hierarchy, setting forward publish dates
for them is going to generally play havoc with navigation and so on.

Probably better to describe what you are trying to achieve as the
usefulness of scheduled publishing depends on the context.

By default you can choose to notify an individual but all members of
the role that are allowed to approve can approve at all times.  You
could always set up an approval group with a single user.

Generally the FarCry security model deals with roles which are
essentially groups of users.  This can be modified, but by default we
do not allow the assignment of permissions to individual users.
