Unfortunately the one MS released with IIS7 is a joke.  Many ASP  
developers even refuse to use it.

The best one out there (IMO) is Helicon's ISAPI_ReWrite ($99 USD) and  
it supports 99% of Apache's syntax for mod_rewrite.  Any of my clients  
who insist on IIS use this ISAPI plugin.

If that's out of your budget (it's not very expensive) then there is a  
free one that a lot of people use (referenced in the wiki).  It  
doesn't support all of Apache's syntax, and may need a bit of trickery  
to get it to work, but I've heard people have been success with it.
