Just a thought here, but it looks like what you are getting in ([^/]+) would
not include a slash at the beginning, and when rewriting to the furl, it
would look like "services/application-development" instead of
"/services/application-development/" ...

Perhaps:

*Pattern: *^/project/([a-zA-Z0-9\/\-\%:\[\]\{\}\|\;\<\>\?\,\*...@\#\$\
\(\)\^_`~]*)$

(basically look for every acceptable character except the slash we want to
keep)

*Rewrite URL: */project/index.cfm?furl=/{R:1}

OR

Keep your current pattern and have the rewrite be:

*Rewrite URL: */project/index.cfm?furl=/{R:1}/

To make sure that both slashes find their way in.
