Found out the problem - down to me not knowing enough about FarCry.

Once a plugin is installed there are various components that need to be
deployed. In the case of the translation module the deployment process
builds further database objects.

Without the database objects the call to get the tray contents resulted in
an error that resulted in the page content being called instead if the tray
contents. The page has an onload ajax call to get the tray so the cycle
repeats.

Now that it's all properly deployed and all the DB objects are there it's
all working fine.
