Unfortunately this is a known issue. You cannot create "Reflected/Shared" containers in the webtop in 6+. I've added a issue to the bug database where you can vote, track progress, etc: https://farcry.jira.com/browse/FC-2574 In the interim, your best option is to code a container tag with a new defaultMirrorLabel, create a content item that invokes that container, and this will automatically create a new reflected container.
