Be careful. There may be some cases where the developer intended a variable to be a global variable in a method (this used to be a few in FC4/5. Not sure if they were changed).
Yes it's bad practice - global variables should be declared at the top and then generally have their values set from an unit() method. But doing it the other way isn't necessarily invalid (the language allows it).
