All cfcs ultimately inherit from component.cfc. It is installed (on my mac) into /Applications/ColdFusion9/wwwroot/WEB-INF/cftags (for CF9--I don't have CF10 installed yet). So that suggests to me that something is funky w/either your CF install, or with the configuration of the web connectors in IIS. If this is a new installation, maybe reinstall CF? B/c you are running localhost, I assume that there is no funky permission settings in place.
