Wow that took a long time. I have just finished updating trunk to use resource bundles for more strings. Fortunately Marco had already documented a LOT of the missed cases in FC-1961<https://farcry.jira.com/browse/FC-1961>.
As well as extending the I18N support in forms (help sections, wizard steps, etc), and adding automatic translation to some more core tags (e.g. skin:bubble, skin:buildlink), I have also added more manual translation of other hard-coded strings. Most of these have been added to the core default resource bundle, but many will still be missing from the file. You will need to use the Resource Bundle Manager plugin (https://farcry.jira.com/svn/RB/trunk) to catch these. It logs every resource request, provides reports on missing resources (and other things), and makes it easy to update the in-memory cache and save the cache to the file. There is also a utility to walk through the COAPI metadata and webtop so as to "touch" as many resources as possible. You will need to trigger some resources (like emails, popup messages, and confirmations) manually. Let me know if you have any issues.
