Mark, I have run into this too on my local dev environment and was unable 
to properly diagnose.  I did find that switching to the p630 branch solved 
the problem.  There is almost no difference between the p620 and p630 
branches at this point so you might just want to switch until the issue is 
worked out.  It is not just those items, I also cannot edit config items 
and there were a few other permission related quirks.  I was hoping to file 
a bug on it but just haven't had the time.  Good job tracking it down to a 
specific patch.
