Bases with a cap from the cap station shall be also used for ring station
pre-filling. This will reduce base station workload.
Additionally, if a base station is very far away from a ring station,
bases from cap station may provide a faster method to get bases while
reducing possible navigational collisions.
Since cap stations are important production machines in the final
assembly, they should only be used if no product is close to final
assembly.
