#403: agent: split base insertion into driving and actual insertion

 In the current state insertion of bases into machines is already started
 if a machine is not down disregarding any other state. While this ensures
 faster production a machine may not yet be in a state to receive a base
 when the robots arrives.
 Thus, the insertion step should be split in two steps for driving to the
 machine and a second one for the actual insertion, to check if the machine
 is IDLE and ready to accept the base. This also mitigates problems with
 machine preparation while the machine is still in a READY-AT-OUTPUT state.
